This is a prime example of layering and experimenting. I built the outfit around the shoes and sweater. If you strongly dislike being cold and the weather looks suspicious there’s no harm in layering. A trench coat is light enough to carry if it starts to warm up.

Here’s another trench look, which is more appropriate for the “fall” we have in LA. But for New York and other colder cities, I would suggest adding tights and a sweater.
